The purpose of the study is to clarify the role, place and influence of the Zemstvo liberal party in the creation, formation, institutionalization and development of Zemstvo statistics in the north of Left Bank Ukraine in the 60 – 80s of the 19th century. When writing the work, a general scientific (methods of synthesis and analysis; deduction and induction; methods of classification, periodization and generalization; descriptive method) and special historical (historical-typological, problem-chronological methods) research methodology was used, which in general ensured the achievement of the objectives set in the work tasks The scientific novelty of the work lies in the fact that for the first time in domestic historical science, an attempt was made to determine the contribution of the opposition aristocratic front of northern Ukraine to the development of statistical science in the 60 – 80s of the 19th century. The author comes to the conclusion that the "statistical question" became a key element in the formation of a sufficiently integrated social and economic program of the Zemstvo liberal movement in the north of Left Bank Ukraine (60 – 80s of the 19th century). The achievements of the opposition aristocratic front in this area can be considered epoch-making. The announced principles of statistical surveys – the systematic expansion of the social tax base in the region and the elimination of corruption opportunities for tax evasion caused a real "social furore" among the public of the Severshchyna. A professional provincial zemstvo statistical service was promptly created, the basis of which was made up of invited professionals – hired employees with officially approved salaries. The so-called "Chernihiv type" of Zemstvo statistics was discovered, the characteristic features of which were the expeditionary form of work and the geographical and descriptive research methodology. The use of the basics of economic geography and comparative statistics made it possible to implant into the tax system of the region the principles of solidary progressive taxation and taxation, in accordance with the ideal – "the more assets and profits, the greater the amount of taxes." The progressive experience of zemstvo statistics was also borrowed by the institutions of urban self-government of Ukrainian Polissia: since liberal zemstvos were elected representatives of the city councils and members of the relevant boards, they became the leaders of modernization ideals in the urban society. The "statistical problem" became a catalyst for socio-political confrontation between the conservative and liberal parties in the Zemstvo institutions of the Northern Left Bank. Despite all the antagonistic excesses, the development of the Zemstvo Statistical Service, created by the efforts of the Zemstvo Liberal Party, should be considered a revolutionary important contribution of Ukrainian Zemstvo liberalism to the socio-economic development of the Ukrainian provinces of the Russian Empire in the second half of the 19th century, which has in no way lost its extraordinary relevance even today stage of construction of a new Ukrainian state.
