The article examines the process of administrative reform during the redrawing of Ukrainian territories in the mid-1920s, which, among other things, recognized the liquidation of provincial and reorganization of district departments of communal services in the Katerynoslav region as a goal.

During the study of archival files for 1925, it was found that the circular instructions actually concealed a threat to the successful reorganization of the local economy, due to the inconsistency of implementation of the plan to liquidate the provincial departments and inspectorates. The author shows the effectiveness of statistics as a departmental branch in the course of solving the housing crisis. The contribution of statistical reporting to solving the problems associated with the nationalized fund, which until 1924 put a huge burden on the communal economy and housing and rental cooperatives, is determined.

The research methodology is based on approaches developed in historical urban studies, sociology, and political science. The article applies the principles of historicism, objectivity, and social approach, which are realized with the help of analytical, statistical, and comparative research tools.
