The article presents the results of a study on topical issues of compliance with the legislation on copyright and related rights in modern electronic libraries, which were established in the provisions of the latest normative legal acts of international, European and Ukrainian legislation. First of all, attention is paid to information objects (digital copies of analog originals and mandatory copies in electronic form), which are the basis for the creation of so-called full-text information resources in the form of electronic libraries, which have been actively created by libraries around the world for the past 25 years and arouse the increased interest of society, in particular the scientific community, given the possibility of free access to information in a convenient remote online mode. At the same time, it is noted that these are objects for which the right to protect intellectual property should be ensured. The historiography and source base of the issue are considered, emphasis is placed on highlighting the issues that became the subject of research by Ukrainian copyright specialists in the digital environment. The initiatives of European and Ukrainian experts regarding the practical solution to the problem of ensuring copyright compliance in the context of the general tendency of libraries to satisfy the growing demand of society for free access to information, in particular, the use of Creative Commons free access licenses, with the indication of their specific types and features, as well as indicating certain reservations based on the recommendations of specialists of the National Academy of Sciences of Ukraine, obtained as a result of the analysis of the international legal basis for the use of such licenses in Ukraine. A comparative analysis of the Ukrainian legal framework with the international, in particular the European, framework was performed. Recommendations for the further development of national legislation on copyright are given.
