Summary

The article examines the transformation processes of the European Union's agricultural policy, which are taking place in the context of the implementation of strategic initiatives, in particular the European Green Deal, digital transformation and the transition to sustainable development. These changes have a profound impact on the structure of agricultural production, the farm support system, environmental standards and regulatory mechanisms that determine the new model of functioning of the agricultural sector in the EU countries. Based on the application of a systemic approach, analysis and synthesis, comparative and prognostic methods, a number of opportunities that open up for Ukraine in the context of European integration are substantiated. In particular, the prospects for harmonizing national legislation with EU norms, adapting Ukrainian producers to European standards of quality and food safety, as well as integration into the common market are explored. The implementation of international standards (HACCP, GLOBALG.A.P., ISO) is considered a key tool for modernizing production processes, increasing competitiveness and expanding export potential.

The article outlines the role of international technical assistance programs, such as EU4Business, Horizon Europe, EBRD, and USAID, in supporting the Ukrainian agricultural sector. These initiatives contribute to attracting investment, developing innovations, digitalizing, and greening agricultural production. At the same time, the importance of developing small farms and rural areas is emphasized, which is consistent with European approaches to sustainable rural development and social cohesion.

Particular emphasis is placed on reforming the institutional structure of agricultural management in Ukraine. The development of the State Agrarian Register, the introduction of digital monitoring and control tools that ensure transparency, efficiency, and compliance with European requirements are considered. The process of harmonizing the food safety control system with Codex Alimentarius standards is also analyzed, which increases trust in Ukrainian products from international partners. In the context of implementing the Green Deal policy, Ukraine is gradually introducing environmental practices: reducing the use of agrochemicals, reducing greenhouse gas emissions, developing alternative energy and eco-schemes. These measures not only correspond to European trends, but also create the prerequisites for receiving financial support from the EU.

In general, the article substantiates the thesis that the European integration of the agricultural sector of Ukraine is not only a foreign policy vector, but also an internal impetus for a deep transformation of the industry. It contributes to the formation of a new management culture based on the principles of transparency, accountability, digitalization and sustainability. This approach ensures the long-term competitiveness of the Ukrainian agricultural sector, its integration into global value chains and the strengthening of Ukraine's positions in the international market.
