Короткий огляд

У статті розглянуто історичні передумови формування практик відкритого рецензування та їхню еволюцію. Встановлено, що рецензування слугує інтегральною частиною наукового публікаційного процесу та надійною системою контролю якості наукових публікацій, сприяє конструктивному зворотному зв'язку для авторів, формальному визнанню роботи рецензентів, забезпеченню більшої прозорості та якості публікацій. Відмічено відсутність загальноприйнятого визначення поняття «відкритого рецензування», яке переважно розглядають як сукупність практик відкритого рецензування та норм його ефективності. Виявлено, що певні елементи відкритого рецензування фактично походять від витоків загального процесу рецензування. Визначено, що сучасна система формального експертного оцінювання та, зокрема, відкритого рецензування з’явилася в середині ХХ ст. Зазначено, що сучасний етап розвитку відкритого рецензування пов’язаний з концепцією відкритої науки і використанням сучасних інформаційно-комунікаційних та вебтехнологій у науковій комунікації, які, зокрема, сприяли появі нових моделей відкритого рецензування. Визначено, що було створено низку видавництв, платформ та журналів, які передбачали формування нових підходів до управління процесом рецензування, зокрема сприяли його автоматизації, інтеграції інструментів для обговорення і зворотного зв’язку між авторами, рецензентами та редакторами. Проаналізовано новітні моделі відкритого рецензування від можливості опублікування рецензії до повністю прозорих систем із діалогом «автор-рецензент». Наявність великої кількості форм впровадження відкритого рецензування свідчить про відсутність єдиного підходу до визначення найкращих та дієвих методів їхньої реалізації. Показано, що інтеграція відкритого рецензування у діяльність цифрових платформ керування науковими публікаціями, конференціями, науковими журналами покращує прозорість та якість управління цими процесами. Проаналізовано виклики і обмеження практик відкритого рецензування, пов’язані з різними упередженнями, відмінностями у впровадженні у різних дисциплінах, непослідовним контролем якості, етичними питаннями, труднощами практичної реалізації тощо.
