Summary

The article, based on the analysis of materials from the local periodical press, highlights the circumstances of the mass famine in the village of Kamyanka Starozhytnya, Novomoskovsk district, Ekaterinoslav province, determined by the consequences of tectonic political transformations associated with the process of institutionalization of Soviet authorities in the Dnieper region, their practical implementation of the policy of war communism, which caused the collapse of the administrative and economic system of the region. It has been established that the mass famine in the village was a natural result of the consequences of a natural disaster and the socio-economic policy of the Bolsheviks in the Ekaterinoslav province and Novomoskovsk district in particular, which led to its transformation into a mass social phenomenon, causing the devastating destruction of the economic system. Economic devastation was characterized primarily by the low productivity of local agricultural production, which was determined by a significant reduction in sown areas, a sharp drop in the production of commodity crops and livestock, and the forced confiscation of grain and draft animals from the peasantry as a result of the implementation of the fiscal policy of the Soviet state.

Research into the materials of the official Soviet press allows us to determine the stages of the expansion of the famine in the village, noting the fact that its mass scale was provoked by the inaction of local Soviet authorities, which demonstrated their inability to organize effective counteraction to the consequences of the natural disaster due to the lack of a substantive understanding of the scale of the natural disaster, developed administrative models for preventing this social phenomenon, and the policy of central authorities focused on solving the problem at the expense of local reserves and food funds, which led to numerous demographic losses among local residents of the village.

It is proven that the local Soviet authorities used the famine as an instrument of political terror of the population of the village, which contributed to the deepening of the confrontation between social classes and the further economic degradation of individual farms. The deepening of the general crisis in the village was facilitated by the sharp deterioration of the sanitary and epidemiological situation, which was determined by the low epidemiological threshold, which led to an increase in the number of deaths from epidemics.
